Let workers claim from the shift pool on their phone

Open shifts get filled fastest when the worker can take one the moment the notification arrives, without calling the office. Publish to the pool, first eligible worker to accept gets it, and the rota updates for everyone.

We are building this now. Claiming from the pool lands first, with the rota and the branch view updating live as shifts are taken. Automatic backfill when someone drops a claimed shift comes after, because we would rather one office confirm the swap than have two workers arrive at the same visit.

We will post here when it is on the beta.
